The UK and US have established a major bilateral deal that will preserve zero duties on UK medicine products entering the US market.

Key Provisions of the Pact

Under the terms of the agreement, the UK has agreed to boost funding on drugs through the public health system. This move secures that tariffs on these key exports will remain at nothing for a period of 36 months.

This agreement comes after recent statements to dramatically increase import taxes on branded drug imports, with increases mentioned reaching double the cost.

"This deal with the United Kingdom bolsters the international landscape for cutting-edge drugs and establishes much-needed fairness to U.S.–U.K. pharmaceutical trade," a statement declared.

Economic Significance

Medicines represent one of the Britain's biggest exports to the United States, which is clearly the primary buyer for leading companies like GSK and AstraZeneca.

Statistics indicate that in the 12 months leading up to September, the UK exported drugs worth over eleven billion pounds to the US. This value made up nearly one-fifth of all goods exports in that timeframe.

"This guarantee safeguards jobs, stimulates funding and facilitates the UK to establish itself as a global hub for medical research," the Business and Trade Secretary commented.

Specific British Pledges

The pact includes several key pledges from the UK:

  • Higher Cost Ceiling: The UK will increase the affordability limit at which it deems new medicines to be too expensive by a quarter.
  • Increased NHS Spending: There is a aim to double total public funding on treatments from 0.3 percent of GDP to 0.6 percent over the coming ten years.
  • Payback Limit: The amount manufacturers must pay back to the NHS to control costs will be capped at 15%. Previously, repayments topped 20%.

Broader Context

The pact follows a ongoing dispute between the drug companies and the UK government over medicine costs and approval rates.

The disagreement were heightened by assertions that American consumers were paying a premium for the equivalent treatments than people in the other developed nations.

In recent months, several large pharmaceutical investments in the UK have been halted or scrapped, while multi-billion-dollar expansions have been pledged toward American operations.

One official stated that the NHS needed to increase expenditure on drugs, noting that its spending on drugs had decreased as a percentage of its total funding over the last ten years.
